It is difficult to estimate the duration and cost of a project
of any magnitude by simply looking at it in its entirety from
outside the front-end of the project. Understanding all of
the functional requirements for the entire project and creating
detailed analysis and decisions about the project's scope will
still limit flexibility and functional requirements. Inevitably,
these limits will be discovered when the user community is
engaged in the rapid and iterative development of the system.
The only reasonable solution is to break the project up into
manageable pieces and run them each as individual projects.
These mini-projects,... or development segments, provide flexibility
to deliver the systems desperately needed, while incorporating
the changing business climate each step of the way. Each segment
lasts approximately 6 weeks. Working software will be delivered
that will benefit the business at the end of each segment and
give IS realistic control over resource allocation and cost.
At the end of each segment, the requirements are defined along
